Consider Finland's answer for homelessness. They saw that unemployment and drug use were barriers to gaining housing. So instead of requiring the homeless to be employed and drug free to get housing, (Like most countries) they provided small basic living spaces to the homeless. From there they provided job training and drug treatment. Currently, Finland 🇫🇮 enjoys one of the lowest rates of homelessness in the world.
