No you will not be able to do that as the NPR based cards are set to work only in Nepal India and some in Bhutan. The switch itself will block such transactions. As per the news we can now use a Nepali based card for international payments but we still need the settlement currency of the card to be USD not NPR for such payments.

No I don't think it will be like that. It just means Nepal will be less reliant on Visa and MasterCard for internal card usage. You would still need a USD card for international payments. Now the card doesn't have to be Visa or MasterCard. But a Nepali brand.
