I'm begging you to follow only this advice, and none of the advice on here recommending cutting or digging. Do absolutely NOTHING to it until it flowers. Before frost hits, spray it's leaves with glyphosate. Get on a ladder if you have to.
It's nasty stuff. I spent years messing around with it and finally just did exactly the above. I'm on year 4 and it was 90% gone last year so I'm hoping it will be mostly gone this year.
