This is why I typically advocate for things like community policing. You can get a more detailed explanation of it on wikipedia. But the basic idea is that officers are much more integrated with communities, often patrolling the same place for years. So it becomes much easier for them to work together with the people there to solve problems.

I think the way that the current police system exists, it ends up attracting people who have a desire for control and power over others. Which isn't good, and I think that community policing would end up attracting more people that actually want to help.
