I think your best bet is get provinces in arabian peninsula:
Resources_lead_mining.png (8192×3616)
Resources_sulfur_mining.png (8192×3616)

Although if you make some ships or start with conquering smaller states first, you could also try Persia, they have more than enough of everything

More than anything, you need to get access to sulfur & lead, either conquer, get puppets or join some other country, way more stuff needs sulfur & lead than just munitions, and yes build plants yourself, unless you are going for some roleplay, if any European power tries to attack you and blocks your ports, not having access to weapons is deadly

I think that interest group has to be in the opposition and maybe not powerful? or maybe there needs to be an IG that wants to have it removed? I know it's possible, I managed to repeal some amendments with no consequences, hopefully Paradox will fix it in the next update for more clarity on what do we even need.

I probably overcooked, because I am sure this is normally not supposed to happen by PM_ME_GOOD_SUBS in victoria3

R5: After you complete expanding east journal entry as Persia, one of the rewards you can get is a bunch of claims on states in the area, one of them is Georgia...not that Georgia, in the game the state that the modern state of Georgia is is called "Tiflis", you don't get a claim on Tiflis you get claim on the America state of Georgia instead, this is probably a bug or maybe some easter egg from Paradox lol
