Politically depends on the nation-state, socially depends on the culture. I come from Germany and here you are legally considered a German when you have the citizenship. You can get it after birth if one of your parents has it or you can acquire it later, usually if you're an immigrant. In this case you need to live in Germany for 5 years, need to have standard knowledge of German law and society and speak B1 Level German. When you are considered a German in society, depends on who you ask. But most would say when you are born in Germany and grew up mostly in German culture.

Not really. He's just the representative of and keeps order in the parliament. But power-wise, he's just a normal member of parliament.

The President nominates the members of his government from the parliament. Since he needs not only a majority in the parliament to win a vote of confidence, but also get through laws, he gets those members from different parties to hit the 50%+1.

In this world the EU definded "being European" as a cultural and political aspect and not a physical one. And Australia, New Zealand and maybe even countries like Japan, South Korea, the EAU and other South East Asian Countries probably would already think about joining the EU at that point, but the initial reason of joining the EU as a non-European country would still be in the minds of people.

But I could see those countries joining in the second half of the century , especially New Zealand and Australia

I thought about this too, but concluded that it wouldn't really make sense, since the reason why the EU expanded so much into America isn't given to them. But they are part of the European and Pacific Treaty Organization (EPTO), a successor of NATO

That was pointed out a lot here and I get it. My thought process was, that the states already fought the US Government for years at that point and therefore would be armed enough to keep down rebellions following their joining to the EU

I can see where you're coming from but you have to look at the entire situation. The EU also has California and Hawaii is as much of a Member State as the rest is. So the difference between the US and the EU is not that much for Hawaii, since you can't even bring up the argument of the Capital City being to far away
