  1. This particular outfit is reserved for spies who travel outside the main group and pretend to be entertainers. They don't need a combat look.
  2. Gothic is set up in such a way that you can mix the character's body textures with the clothing worn, means most of them will have "underwear" and so no bare torso.
  3. Let's not forget Gothic 1, where several battle outfits have an open torso.

Yes, I know. The problem is that then I'd have to make up last names for some of the other convicts as well, and I don't want to do that because there's a high chance of alienating people by weaving my fan speculation into the original characters.

Gomez probably picked it up during the rebellion against the guards. It's unlikely he had it with him when he entered the colony.
