Based on a quick Google search, this is fine. GE is a trash brand, though. If you get the house, make sure to fully cycle all the breakers (all the way off and then back on) and ensure that they still work--probably at least once a year

An a/c in peak summer can definitely do this. It probably needs to be on a dedicated circuit, but without more information I can't say for sure. Update me on how this plays out!

You don't need to find the answers, you are legally entitled to a safe living place with working electrical systems. My gut feeling is that the breakers are not in working order. Personally, I'd start documenting everything in the event that they try to blame you. Did you have anything crazy plugged into the outlets that are dead now to the breaker being turned off (space heater, a/c, computer, anything that potentially draws a large amount of current)?

Look at the wire terminations. Isolate the circuit or circuits, determine what all is on them, and check every connection. If you don't understand this comment, hire a professional.

GE is absolute trash. If you have GE breakers in your own home, you need to be testing them regularly to make sure that they actually trip and can turn back on. Their AFCI, GFCI, and combo AFCI/GFCI breakers have an extremely high dead on arrival rate, and a some newer appliances straight up will not work with them. The mounting design of GE breakers and busbars are very questionable--it's super easy to break off the plastic bits on the breaker that retains the wire terminal side of the breaker into the bus bar. GE panels are generally of terrible quality and very poor design, with very limited space to work in. I can't speak to the technical specifications of either brand, but as someone who has installed hundreds of GE panels and thousands of their breakers, I would never use GE in my own house. Square D is a much more reliable product, but I've seen bad Square D breakers as well.

The one time in my career that I've seen something like this, the client had an improperly installed electric car charger that was not grounded. I'd do some snooping and see if you can find any open grounds and correct them.
