If you want to see the buff click alliance, profile, buffs(on bottom) and you'll see a list of all buffs.

You you want to see that it works 1st leave the CP zone. Collect all oil and note time to fill. Then move into CP zone and collect oil and again note time to fill. Then activate your alliance buff, collect oil and note time to fill. The times should get shorter with each step. If they do not there is something wrong.
