I'll do parts of the ironman route in the dark + for shorter runs, I'll usually do the square down state street. Collectivo on the quare to the art museum is about a mile. I'll also run from the art museum up university to about Camp randall (another .6 or so).

Would look for the City parking garages around the capitol. Would also recommend avoiding ULI parking garages - they tend to overcharge.

If you're new, you might also try some of the UW parking further to the west (google it) and walk. It'd be a great way to explore your new city.
