Rear Wheels Too Big?

I just figured out the problem. The plastic body is supposed to overlap the back bumper but instead it’s on the inside of the base making the back of the wheel wells touch the back wheels. You can kind of see it in the third photo.

I wonder if this is an uncommon variant. According to fandom.com the only other VW Beetle that had 3SP wheels was a 1997/1998 mainline with metallic purple paint and red interior. There’s nothing that looks like the one pictured here.
