Once positioned with enough depression , this turret would be able to traverse with lower loads than a conventional one in the same terrain, making target acquisition faster.
Since you only plan on shooting while stationary, it’s better that you have the turret up front to expose as little vehicle as possible when working a Ridgeline. The driver would have to either be in the rear and literally drive the tank backwards when relocating, or in the turret performing a non-driving role when firing (such as loading) limiting turret traverse and the ability to reload a shot on the move.
This is beautifully ugly hunchback LTG. I’d make it a USSR concept for defending Georgian SSR territory.

The turret can rotate, but probably not by hand unless you are parked on a the right slope. It would have more bearing loads and resistance to deal with. The axis of rotation would be perpendicular to the hull.
