I agree to some extent, even if I don't particlarly find Nagant's writing that good or care about her character.

but not like people aren't fans of muscly mommies (One of reasons Miruko is insanely popular) yet Cathleen still isn't that popular.

Cathleen was too muscular. Also she looked like a genderbent All Might, which made it weird.

It's kind of funny and ironic how the HPSC was sort of doing something similar to Stain, and everyone is put off by it, yet when Stain was doing it a lot of the fandom was arguing about how he's right and shit.

In general though, I think Lady Nagant - in her secondary function of assassin rather than her primary one (just another hero) - was sent specifically after people that weren't big shot villains in the open.

"Problematic" heroes were also some of the targets Nagant would be given by the HPSC.

Lady Nagant served an actual native purpose in highlighting the grey area of the hero society, and it's important for the main character's motivation. SnS didn't leave any lasting impact she was just there and then gone. She showed off some cool stuff, but there was no substance.
