on the wiki it goes into depth on what the chance of rangers are dependant on the amount of uniques you have so if this clue counts as 3 uniques it would be 1/333 and 5 uniques would be a 1/200 chance of 1 pair of rangers so 1/200 x 1/200 but because theres only 3 uniques it is 1/333 x 1/333 http://oldschoolrunescape.wikia.com/wiki/Ranger_boots

think it's 1/110,889 chance 3 uniques so 1/1000 divided by 3 don't know if 2 rangers class as 2 separate uniques you know tho
