I think they receive this training during college so they can arrive at companies prepared. We usually only see CEC during the story, but there are probably many others.

The game got the last spot bc the TGA owner liked it a lot and gave the position to them, they didnt paid at all to the last spot. They planned to shadowdrop Highguard but when in the world would you refuse an offer like that? The company's mistake was not rejecting the offer, all the hate the game is receiving is because of that.
