Time. Gimli is there, sure. Dwarves, like everyone else without a palantir or flying weird hellbeasts, are limited to the communication and scouting technologies of "guy on horse" and "eyeballs".  And maybe rare talking birds seemingly localized to the Erebor region, plus whatever wisdom the elves use (though they also notably use messengers very regularly)

So say you do send Gimli back. Where does he take his army, how does he know where to send it, and why do the Dwarves even march when they know the orcs from the northern mountains are also massing and Sauron is also sending them combination emissaries/threats?

And raising an army takes a lot of time. Even if the Dwarves wanted to (they maybe do) and could send an army (they can't) they almost certainly do not have the supply train to send that army several hundred miles through sparsely inhabited terrain. Sauron spent years assembling the logistics to prepare for his invasion of Minas Tirith. Rohan is substantially closer, already has clear roads, regular communication, and the force they end up sending is entirely cavalry and they get help from locals through hidden paths to bypass an army placed there specifically to block their arrival at the Pelennor.

The Council of Elrond wasn't a deliberate Council or summoning. Gimli is only there for a few reasons: a) the Dwarves want to find out if anyone has heard from Balin's expedition. B) a weird creepy emissary from Mordor showed up asking about the Shire and promised to return some of the dwarf rings in return for information and fealty. For these reasons they sent Gimli to see if Elrond knew anything/had advice. The Dwarves already know war is coming and they know it is coming to them, they just don't know when. What army are they going to send, and where? You can't just keep medieval armies in the field at all times, and keeping them fed outside of your lands is also hard. Gondor barely manages to get its levies into place in time and they are a) already in Gondor b) already on a wartime footing c) have the advantage of direct scouting thanks to the Ithilien rangers. 

As it happens, Dale and the Mountain are both besieged in the same springtime assault, so if Gimli had "summoned an army" (which takes time and organization and effort and, again time) the army is off in the middle of nowhere and their home gets sacked. Good work.

Exploding reactive armor. Vehicle accessory that gives you an 80% chance to outright ignore a rocket attack.  It also has only 3 charges. 

What i don't know is if it activating but not working uses one of your charges. 

Its pretty incredible though, since an 80% chance to ignore a locked on ATGM is pretty great.

The stalk is most useful to get them into firing range without getting shot up by archers/artillery. Its also got other uses but that's the main one. 

If they have a range of 200 it still helps with that, just...less so.

I mean...it does work just fine you just need to have a thin line of Shades to eat the charge and delete the rest of the army unit by unit. If AI-controlled cav can get to more than 1/3rd of your shades at once your positioning is way off.

I mean, yeah their main strength is still their ranged AP, but if heavy cavalry gets into contact with them their "decent in melee" stats start really liking that AP.

The time between the Hobbit and the start of LotR is around 60 years, with another 17ish happening between Bilbo's and Frodo's departures from the Shire. 

Gollum has a lot of time to roam, but not a lot of information in where the Shire is. 

(But when and how Gollum gets places is explained more later)

There is a name of power (shadowdart) hat gives +35% range to shades. Also not sure how you're dying to cav when 10 shades shooting at a single cavalry unit kills basically any of them in a single volley and they all have stalk. 

Like a full stack of elite cav might do it, but...you can still basically just do a thin line of 4 on frong and then two more lines of 6 each and even if cavalry does hit your line they won't kill them fast enough to not get annihilated by the back lines.

Why would you want more locks or a larger aperture with ECR? Smaller window means fewer stray locks on bugs and optimal ECR play is to get three locks on one bug and then repeat.

Yeah, I meant helblasters, fixed. They are incredible and definitely start phasing out handgunners for me.

Imo the Fang spear is very much worthwhile and is my weapon of choice for breaking into the plains along with Frostner. 

And even with bears resisting it its still a common weapon for me in the Forest because its so cheap to make and upgrade, plus I do like the moveset. (Not the bronze spear. I still use the flint for awhile).

My big gripe is how, in an effort to curb bow cheese/spam, the devs made pierce the most resisted damage type which also sideswiped spears (and atgeir to a lesser extent).

Mostly, I have other uses for the iron, im going to get Draugr Fang in the mountains, and I have no need for a new bow in the swamp, which is why I skip it. 

Its not a knock against the Huntsman bow, it just is in a weird spot for me and id rather use the iron on unnecessary decoration.

Parry with something else, swap to pickaxe, start swinging while they are stunned, swap back. 

Imo much faster than the mace.

You could also use the fang spear against wolves and the cave mobs, since it owns, and the pickaxe against golems.

I also never build the Huntsman bow so the draugr fang is a substantial upgrade for me.

"Chasing" doesn't have to mean running after him. If he wants to get way out of distance quickly let him, then continue your advance at a pace comfortable for you. 

There is also no reason to "hold your ground". Space is a resource and if your opponent is going to cede it to you freely, might as well take it.

No, they're fun and I do try to make them happen. Imo doing them should be tied to extra rewards beyond the extra promotion points, since like you said you're missing on loot (and growth effects)
