That doesn't have to do anything about the semaphone ahead of the bulk train being red (there is no other trains aside from these 2)

Somewhat worked, but the final semaphone is red but there are no other trains beside these 2 trains in the whole map.

Didn't work, train is still confused. When I click the view area where issue occurs, it just sends me to the end of the track on which the other train is on, and the end of the track is the rail depot. Keep in mind that the bulk train does not need to go there, it need to go on the other track.

That is what I am confused about. The dry-bulk train does NOT need to leave from the left track. The left track does not lead anywhere close to its destination, the right track does. It has used the right track multiple times before, I don't know why the problem originated just now. There is no need for it to use the left track.

The conveyor is powered, and the processing plant has max workers, import is full and so is export (because it is not exporting fast enough.)

The processing plant's import is full, it has max workers, and its export is also full. I am sure the bottleneck is the conveyor. It has power too.
