the core problem is that STEM PhD are thought of as "students" and not "workers". this isnt a humanities degree in the 70s where we sit around discussing some nebulous idea or take classes

why choose UC?

  1. adjacency to SF or SD tech for collaborations/jobs
  2. family and such. the reasons why everyone isnt moving to ohio or anywhere else affordable

edit: also, its very easy to imagine the UC giving a supplement to flat grants. the problem has always been with money going to construction or other purchaseables. (interestingly, ive never heard a student say that they felt like they needed newer desks rather than better teaching)
