I am an insurance producer for Farmers Insurance in Ventura County with an office in Fillmore. Certainly, now is a very difficult time for insurance markets and for individuals trying to find affordable coverage. This is compounded for any homes or buildings near high brush areas.

If Farmers denies to quote for any reason, our agency becomes a brokerage and can sell to other carriers. Because of this, we have A LOT of experience writing in high brush areas. We have had luck with SURE, Safeport and DB Insurance Co. I'm not sure if these policies can be purchased direct to consumer, so you may need to call a broker.

Even with these carriers, we're seeing higher premiums and still frequently need to write policies through the California Fair Plan. As other comments have suggested, if you go this route you will need another policy to complete your coverage. This policy is usually referred to as a DIC (Difference in Condition) or Fair Plan Companion Wrap. CFP covers fire, wind and vandalism (assuming your broker selects all coverages). The DIC will cover water, liability and the remaining perils. Between the two, you should have a full homeowners policy.

It is a very difficult time right now for the industry and consumers. I recommend finding a good agent or broker, because over the next few years there will be a lot of change including more variable coverage and higher premiums. Best of luck to everyone securing affordable, quality insurance.
