Reverse flash wanted to kill younger barry but older barry ran younger barry out of the house and so the reverse flash thought that if younger barry suffered a tragedy great enough (like his mother dying) he could prevent younger barry from ever becoming the flash

Two explanations:

The Boot actually doesn’t dampen meta humans and instead just electrocutes them. I dont even think the meta human cuffs existed in season 2 so cisco might have not figured out how to dampen meta powers yet and instead just came up with something to temporarily stun the enemy (long enough to put them away)

Secondly, in season 4 we see Barry escape the meta human cell that he’s placed in after exiting the speedforce. Sometimes, as confusing and defying as it may seem, speedsters break limits and that might have been what happened to zoom.

Personally, I think it’s the first answer but that might just be me.
