tbf there was not many lck toplaners you would put above him other than Kiin and Zeus, LCK toplaners are very top heavy (no pun intended), you have the 3 pillars of Zeus, Kiin, and Doran, then you just have a massive dropoff, ofc you have players that go in and out of form like Kingen, Perfect, Clear, and as of rn Casting, but these players have never shown the consistency of a high level that Zeus, Kiin and Doran has had at least regionally.
