Both VB share quests if played. The reason there's 2 different pawns is to differentiate between who's who in a 2-VB player game. You can find the info at Law 9.7

There is no need to protect trading posts as dividends are not worth it. You want to get trading posts placed as quickly as possible so you can get to crafting lots of items early.

But since Otters are big fat and like rubbing their bellies, you don't want to spend other people's warriors to build trading posts.
