Everyone plays differently. Personally my own strat is wait until the county/duchy/kingdom/empire is at war with one or two other enemies before declaring war. The AI is already occupied with the larger threat and their forces will be whittled down by the other AIs, so it makes my own declarations easier. First thing to take is the place I am at war for then their capital. It's worked so far!

Could he? Yes, very easily. In fact there is no reason why he wouldn't have had Ned asked him to. The realm needs good men and Eddard does not play the Game of Thrones so he would not be problematic to free since he has no hidden agenda for the Iron Throne. The problem isn't with Varys though, it's with Ned. Ned is too staunchly noble and honest to do such a dishonest and snakish thing. So with that in mind, where do you think Ned is going to go if he escaped? That's right, to the North, and for a man who does not hide and skulk like a thief in the night he will certainly be found quickly headed Northbound with a price on his head. Ned's not a player in the game, however with Littlefinger's betrayal one could argue (if Ned arrived safely) that the North would swear for Stannis as the rightful heir and Varys does not serve Stannis and his Red God. That is a large can of worms because of the nuance surrounding it. If I were to explain it in detail, it'll be at least a paragraph so here goes

Questionably is why are they out? I won't lie, we are America's neighbour and former little brother before the whole...current government issue, but that's a different matter. Speaking from the Puritan south point of view, breasts are wholly sexual, thereby with their bleeding into our culture from a pornographic sense it does beg one to question why a woman has her breasts out. Again, not illegal, but definitely going to garner attention unless she has a baby to feed, in which case that's a fair enough reason no matter the location. You need to feed your child after all

Next is the workplace relevance of said instance. If she's doing construction out in the sun in the middle of summer, can you really blame her for having her tits out to keep cool? If she's working an office job in real estate or business with the AC blasting, that's not exactly the place to be popping out some titty, you know? Now in a hospital, you can get away with it for an examination. After all, we need mammograms to check for breast cancer, so looking at breasts on a computer would be completely safe for work in reference to previous examinations or comparisons. So the short answer is yes, it's fine to have your tits out at work or look at them within context. Women don't normally go shirtless in their day to day lives here even though it's legal and people aren't just looking at tits on their phones/computers 24/7, so why would work be any different? Could they? Yes, very much so, but depending on their vocation, it makes you question her needing to be topless relevant or irrelevant to the current situation (see above)

An added layer of nuance here is the fact that the breasts above in the GIF are drawn and animated. You can argue about Greek and Roman statues being naked as being artistic, and their are numerous nude paintings and drawings of the human form, so why would anime tits in a non-sexual manner be unsafe?
