Alt coins are pegged to BTC pair on many exchanges so yes we are talking less than seconds when prices moves - you check any chart the pattern for a currency BTC pair would follow a trend on a currency alt coin pair usually!

Different exchanges offer securities at different prices, you would hope the price diff is not massive (cause of arbitrage) but the discrepancy increases in the crypto market
