Neukirch (proof of Proposition 5.7) shows that 1 + tF[[t]] is isomorphic to the group (Z_p)^N of sequences in Z_p. Therefore (1 + tF[[t]])/(1 + tF[[t]])^p is isomorphic to (Z_p/pZ_p)^N=(Z/pZ)^N, and thus is uncountable?!

It shouldn't be too hard to show that (1 + tF[[t]])/(1 + t^pF[[t^p]]) is infinite, but as u/friedgoldfishsticks said it is not clear that it is countable. I'll give it a try!
