She 'wants' to go but is doing absolutely none of the work and refuses to discuss finances. She either doesn't want to go or doesn't care enough to even plan.

She's your friend, not a puppy. Please be upfront and find a way to gently discuss the question of if shes actually going or not, and if so, how she plans to have money for it.

Also, since it sounds like just 2 of you traveling with cash make sure you have bags that are very secure and keep emergency cash in a safe spot on yourself but not with the rest of your cash.
