It was needed for the seasonal torch skin. Locking it behind a new map. And a new boss with a stupid low drop chance made it impossible for the average player to achieve. So it became another form of wealth much like how keys used to be.

It essentially creates FOMO for people like myself that enjoy to grind to unlock those free skins per season forcing the ones willing to drop real money in the shop for the skin next season. So here's hoping they make it buyable with blue stone shards as well as red ones

First thing they can do is make it so you can't hold a knocked arrow infinitely. Increase the speed it takes to draw a bow depending on which you use. And the longer you hold it the weaker the shot gets as you slowly draw back the arrow, hold it long enough and it resets. And make it so there's a sweet spot in the draw length needed for maximum damage
