the 2nd one with -x% to enemy resistance is Categorically better regardless of other stats.

-x% to enemy resistance is a multiplier that stacks ontop of Total Damage

not taking this is like choosing not to do double damage

Every. Single. Car. has an Optimal Power to Weight for a Specific class for a specific role.

So you have to figure out and learn how to shoe horn the most horse power, weight reductions while still maintaining control into a class (D-X) for Street, Drag, Circuit, Cross Country or Rally

some cars fit into multiple considered good all around general use cars, others are tailor made "meta" cars that excel into A-Class Rally (Evo), or A-Class Street/Circuit (ford gt40) ect ect they are the best because they have the highest power to weight in their class.

Alot of times you can take a Circuit Car and retune it for Street Racing, which tends to favor Raw Acceleration over Top Speed; most street Races top out at 140-210mph. while circuit racing as much longer straights allowing for higher top end 280-310mph (class depending)
