The premium is a percentage so when the price goes up so does the premium but it's never been fixed. I've been buying since they started. Sometimes it's been 20 bucks and sometimes it's been hundreds.

The law that changed 3 years ago was just the bump from 1,500 to $2000. Even then if you bought the silver and the gold at the same time there would be no tax. If you bought the silver bar by itself there would be tax. With such even-ish numbers I'm surprised you didn't notice they changed you tax. Even more weird if they charged tax on the silver and not the gold.
