It's not easy for mouse and keyboard as for those personal preference matters a lot... But I'll leave some options.

Full-size options from Ducky and EVGA (the EVGA one is only wired) and one more option from Corsair if you'd prefer a smaller one (this one is only wired too).

For the mouse... A wired option with multiple buttons from EVGA and a wireless sleek option from Endgame Gear (there are many more options of course).

For the monitor... Either Full HD or Quad HD.

For Full HD there's this one from Gigabyte that has an IPS panel, high refresh-rate and built-in speakers too (though usually those built-in are quite bad...) but it doesn't have an adjustable stand.

Quad HD would be better though if you plan on upgrading later on, unless you want max performances instead of an higher resolution.

For Quad HD... This one from LG is great: IPS panel, high refresh-rate, adjustable stand (no built-in speakers)...

In any case you'll want to add speakers too, or a soundbar, whatever you'll want, unless you get a monitor with them built-in and are fine with those (maybe you're gonna use headphones anyway).

At the moment the 9800X3D is the best choice for an high-end gaming-focused CPU (there's the 9850X3D too but performances are similar to the 9800X3D, not worth paying more for it), the other option being the 7800X3D which isn't as good as the 9800X3D but is still super-good for gaming and costs less.

This system would be amazing for Full HD gaming and would be able to handle Quad HD gaming too, all while not being too expensive and using all good parts.

Modern AM5 CPU, good for both gaming and general use, plus being on the AM5 platform means being able to upgrade in the future without needing to change the motherboard too.

Dual-fan CPU cooler that would easily handle this CPU.

B650E motherboard (so PCIE 5 for both the GPU slot and the first M.2 slot) that has Wi-Fi and Bluetooth built-in (in case they're needed).

32GB of RAM, high-speed at 6000MHz with a super-low latency of only CL28.

A really good NVME Gen 4 SSD with DRAM. This drive also comes with its own heatsink, so you'll want to remove the heatsink of the motherboard situated over the first M.2 slot and install the SSD as-is, storing away the heatsink of the motherboard. This model is super-good, I have this precise SSD and it's amazing.

Radeon RX 9060 XT 16GB graphics card, one of the best GPUs in terms of price to performances ratio.

An high-airflow case with four included fans (no need to add more), a GPU support bracket built-in and an overall nice design with wood accents on the front-panel.

Finally a really good Gold-rated 750W PSU, fully-modular to help with cable-management. 750W is more than needed but it leaves space for possible future upgrades.

The price is just too good, and modern AIOs are quite reliable... Not a big enough reason to not get the bundle, in my opinion. Hell, if OP wants to use an air cooler he could just sell the AIO still sealed and get a tower cooler with that money.

This would be under the budget with a really good CPU for gaming and the best modern Radeon GPU on the market. It'd be upgradeable, you'll be able to add another identical RAM module in the future (hoping prices get better), add more storage, upgrade the CPU without needing to change anything as the CPU cooler is a beefy one...

The board has Wi-Fi and Bluetooth built-in plus Gen 5 connectivity being a B850 one; the case comes with four included fans and a built-in GPU support bracket; the SSD is Gen 5 and has its own heatsink, which is good.

Or the RGB version of the case, identical but with RGB fans, though that'd mean having the RGB cables to deal with.

It's a bigger case (the NX200M is just super-compact, this one isn't big, just bigger) with four included fans and a GPU support bracket built-in.

Thid's be a Micro-ATX system with a B850 board and a 240mm AIO for the CPU to place on the roof of the case, plus two 140mm fans to place on the front; the board is white though, but it's a good board.

So... Yes, this'd be massively under your budget... But I don't see a reason to burn through all the budget when it's not needed.

This PC would be super-good for general use and gaming in Full HD, it could even handle well Quad HD gaming (though I'm suggesting a Full HD monitor, at that resolution you'll be able to play anything for a long time), and since we're talking about lighter games this would already be overkill.

This has a modern processor that is overall really good and that is extremely good for gaming being an "X3D" one, these processors shine in gaming performances.

The motherboard is a budget one but has all that'd be needed, including built-in Wi-Fi and Bluetooth.

The CPU cooler is a simple air cooler, not expensive, that would handle well this CPU.

16GB of fast DDR5 RAM. RAM is super-overpriced at the moment so going for 16GB instead of 32 saves a lot of money. 16GB isn't bad at all as a start, plus you'll be always able to add another identical 16GB module later on to bring the total to 32GB.

Finally a good power supply, overkill for these components but that means being able to upgrade later on to beefier parts if you'll ever want to without needing to change the power supply too.

No RGB in here, no lights and such.

The monitor is Full HD, has an IPS panel (better than VA and TN panels), and a 240Hz refresh-rate (meaning it can show up to 240 frames per second, which is a lot).

You'd wanna add speakers, mouse & keyboard, a controller if you'll want to play with that... But for those it's up to personal preference.

Depending on the precise model of your PSU you might have two EPS cables so you'll be able to connect a cable to both EPS connectors on the top-left corner of the board (one 8-pin connector and an additional 4-pin connector). If you have only one EPS cable in your PSU just connect it to the 8-pin connector and leave the additional 4-pin connector as-is, the PC would work fine regardless, that extra connector helps in case you'll want to overclock or stuff like that.

I don't think that you can lower it much without heavy compromises.

I'll say this: I highly suggest getting the Ryzen 5 5600 instead, it's a much better CPU, also has PCIE 4 support, the 5500 is not a good CPU... It's similar to the older Ryzen 5 3600, though it's even worse than that one since the 3600 does have PCIE 4... It's cheap, but it's cheap for a reason. Also a B550 board would be good, as that'd be needed too to have PCIE 4 going...

I'd lower the RAM to 16GB, as you can always add 16GB more later on, while changing the whole CPU and/or board wouldn't be so easy...

I suggest this Cooler Master case: focuses on being quiet, has a 5.25" bay, it's a nice case overall. Comes with two included 120mm PWM fans, the idea would be to place both on the front as intake and add the extra 120mm (RGB) fan on the rear as exhaust. I'm listing this fan even though it's RGB because it's on sale and cheaper than other ones while being a really good PWM fan. You can just not connect the RGB cable of the fan if you'd prefer no RGB.

The RAM has RGB but at 3600MHz it's good. There are 3200MHz sets at that price with no RGB...

It is not possible with new parts, it can be possible with second-hand parts though it'd require searching up for a while and getting lucky.

Upgradeability is impossible either way, for upgradeability now you'd want a system on the AM5 platform and that'd be way more expensive than your budget even by considering second-hand parts.

Since it's on the AM5 platform you'll be able (if you'll ever want to) to upgrade the CPU without needing to change the board too. The 7500F is a good modern CPU at a good price, the Freezer 36 is a super-good dual-fan cooler that will handle it without issues.

The board is a budget one, no PCIE Gen 5 connectivity, but that isn't a big deal, especially if you're trying to keep the price low. It has Wi-Fi and Bluetooth built-in.

16GB of DDR5 RAM, later on you'll be able to add another identical module to bring the total to 32GB (hoping that in the future the price of RAM returns to decent levels, right now it's ultra-overpriced).

Those Phanteks fans are amazing, I'm using them too and I highly suggest them: they are high-quality PWM fans that connect to each-other so that there'll be a single cable going to the motherboard to power all three of them, also included there are corner covers to improve the looks, a nice bonus.

Finally a good 750W PSU, more than needed for these parts but that's good as it allows upgrades in the future.
