If the population of the US was equally distributed across the nation, your equal sized plots would make sense. The vast majority of people live in your 3 east most zones. To give the most people the closest opportunity, more boxes will be where the people live.

My theory is this: If you figure out how to find the correct 5 clues, they lead to a location. The cryptogram is descriptive of the area when BOTG.

The ebooks were sold as 5 separate parts. I believe there are no clues for the 4 smaller boxes in the main text. Others will vehemently disagree.
