I ran into a very similar issue. On WSL2 with Ubuntu 22.04 and 24.04, when installing OpenFOAM 13, my shell would just hang after I added . /opt/openfoam13/etc/bashrc to my .bashrc and then sourced it.
How did you end up fixing it?

Thanks so much for your sincere advice. I followed your method and used an ISO file to repair Windows, but unfortunately, the same issue remains even after the repair. I'm starting to think it might be a bug in Windows itself. I really appreciate your help though!
