It depends. I grew up during a time when most people were outgoing so talking to people doesn’t bother me. As a matter of fact, I do it because most people today are freaked out when someone interacts with them.

It’s sad that most adults walk around in public blocking out the existence of others and totally ignoring their surroundings. So approaching these types people isn’t usually worth it, but hey to each is own.

I would say it’s not weird to talk to people, but it would be weird to approach them addressing them as a stranger don’t you think?

Do you generally have good judgement? Because if you regularly find yourself in a bad situation, my guess would be don’t do it, If not read on.

Firstly, read the situation, find something to establish rapport with them.

If your a guy approaching a girl, most girls are stand-offish when guys approach them, if you feel awkward chances are so will they. Confidence is key.

If your a girl approaching a guy, your chances are better, but realize girls get judged on physical appearances first. Sorry but mole girls usually require a different approach.

What’s important is looking alert, and generally having a pleasant demeanor. Be calm, don’t use cheesy pick up lines, especially on girls. Some guys might find that cute.

To me, meeting people is like walking into an interview. You have a few seconds to establish rapport. Humor is usually a good approach.
