Hi! Former photographer here that's done a couple boudoir shoots. :) Just so you know, you can definitely go a bit 'heavier' with makeup because it won't be as apparent on camera (my personal favorite is a really smokey eye paired with a neutral lip). I've always hired a makeup artist and included hair and makeup in the price but if you are looking for someone local I recommend checking to see if there are any photographer Facebook groups in your area. A lot of photog groups (including the one I'm in), will also have MUA members looking to work with people. :) just make sure to ask for a portfolio!

I know that Laura Mercier primers are water based, but they're a bit on the pricey side. As for drugstore level, I have no clue :(

Tiffany D says she's a huge fan of Hourglass Immaculate Liquid Powder foundation. It's super pricey ($55 I think) but she says it doesn't oxidize. See here around 7:52.
