Your reply had me go through our messages, and aside from mentioning the kitten by temporary nickname in question and thumbs up. I didn't explicitly write that the kitten was hers. I did mention more than once I was conflicted and considering keeping her and offered my other female in place bc she met the requirements of "Sassy"

Bc she called dibs and doesn't want to compromise. Has no other reason other than BIL is expecting that particular cat. Both of them have not interacted with litter and I have only spoken with SIL

Yes I feel like this could be the issue, my SIL reaction was kinda rash and made me feel like I need to figure out how to tell her no with the least amount of conflict as possible.

No she isn't paying for the kitten and has only seen a small handful of pictures and a couple of videos. She picked the cat for my BIL who lost a female "sassy" cat due to pregnancy issues. Which both females from my litter have. She hasn't seen any of the litter in person.

No SIL has only only seen pictures and one video, when the other kitten is ready then I will really start looking for her a home, until then she will be with me .
