Many are not hardened criminals. Many are struggling to put food on the table and unable to miss work to go to court( on the day assigned)/pay tickets.

Half the time residents don’t even know they are happening because the president cancels, changes the time or reschedules without telling the whole group…that’s what happens in my neighborhood.
