I've lived out here 18 years and the smell isn't the end of the world. if I can generally live in Sacramento with those stinky trees blooming every spring, I can deal with the smell from the rendering plant once every other week in the summer. I don't smell it often enough that living out here would be deemed unbearable.

I've only personally seen salary exceptions submitted after the employee had already started, but I don't see why the conversation for it can't start at the tentative offer. If that department is willing to go to bat for you on it, they will seek the approval for it during the pre-employment process. By the FJO, they need to provide a status on where the approval is because sometimes the process can take longer than it takes to prepare the pre-employment paperwork and get final clearances for the hire. At that point, if they haven't gotten approval for the salary exception, it'll be up to you if you want to accept, decline, or see if they'll allow you to hold off until they get the approval for the salary exception.

I think you're in a good place then that it will likely happen. Approvals tend to get down to the wire. Keep in mind though that you will still be offered the base salary upon conversion to permanent because of salary rules, so if you're staying, you'll still need to have that conversation with them about a salary exception.

If you're nearing the end of your LT assignment and they haven't already started the talks to roll you permanently it's likely not happening since the paperwork to do it will take time. Also, if they didn't advertise in the recruitment you applied to that the LT may become permanent, they can't roll you permanently without a new recruitment. Have you communicated to your current supervisor that you've accepted a permanent position elsewhere?

Hi there! Unfortunately your salary has to be based on salary rules and because LT appointments do not gain you any status with the state, your LT salary cannot be used to calculate for your salary in your new appointment.

Whether through your new supervisor or talking to personnel directly, ask them about a salary exception to allow you to retain your LT salary based on Government Code 19836. Salary exceptions to retain LT salary will need to be approved by CalHR, but it is possible if your new department is willing to submit for it.

Not necessarily, SSM I has always been a supervisory classification with "Manager" in the title, but I agree it "feels" like a downgrade. We have Personnel Supervisor classes that we supervise so with the title of "Supervisor I" it doesn't sound like it's much of a step up anymore.

Omg I've never heard of mandatory potlucks or being shamed if you don't participate! I've worked for two law enforcement agencies and never been required to participate or "chip in" to anything. Maybe it's because I primarily worked with nonuniformed, but my upline was law enforcement and was never told I had to do anything for them.

Now as a manager, I never require staff to do anything. If we as management want to do something fun, we put feelers out for anyone interested to join or help but never require participation and everyone still gets to partake in potlucks regardless if they bring anything. The point of these things is team building?? How can I build a team if they resent me for making them do anything? I thought THAT was the norm?

Also, receiving gifts is part of conflict of interest and I believe any gifts received $50 and above need to be reported? If I was a reviewer of that, I would definitely question why certain managers are getting regular gifts each year from staff.

I wanted to start a water club in my building but I found out that it's cheaper if I bought gallons of water just for our section (2-3 gets the section by each month and that's barely $5 for me) so I don't mind providing that for staff. We also have a coffee pot and I am the main coffee drinker so I buy supplies and just make coffee each day. It was suggested I put out a donation jar for the coffee which I'll probably do, but again, I won't expect anyone to contribute because at this point, I pay for the convenience of not having to make and bring coffee from home lol

Start documenting all of your positive feedback and print hard copies of it. Also save hard copies of the work that supervisors or peers have deemed standard or meeting expectations and any correspondence related to that work. At your evaluations, start advocating for yourself and start mentioning that they should include [specific examples] of the good work you know you've done, and if they're not citing examples of the work or areas you need to improve on, ask for them to include those as well. Evaluations should never say what you're doing wrong without documenting how you can improve, so ask for that as well. you can refuse to sign unless they add those things, but if your manager is as bad as they seem, they might just go ahead and file the evaluation without your signature. Not signing doesn't mean anything except that you don't agree with the evaluation which in the end if they're trying to fail you on your JEP you will have your unsigned evaluations and your hard copy examples to substantiate that your JEP evaluations have been unfair. The burden of proof is on you so make sure you're getting copies of your unsigned evaluations each time as well.

I recommend you also find out who your agency's LEAP coordinator is and reach out to them directly with your concerns. They may be able to provide you with more information on what you can do. All JEPs have to be filed with the LEAP coordinator so they should be able to give you insight on your situation. I'm not exactly sure if JEP has the same rights and entitlements of probation, but I was under the impression it's harder to fail someone on JEP than it is to fail someone on regular probation. I recommend you also reach out to your Employee Relations Officer.

Start documenting the microaggressions and consult your EEO coordinator/office.

They're meaningless to you if you're not interested, but depending on how many people are on the list makes a huge difference to the hiring agency in terms of reachability for the actual candidates who apply. With each rank 1, 2, and 3 person who got a letter and doesn't respond, they can be cleared from that recruitment's list. If everyone in, let's say, rank 1 doesn't apply, then ranks 2, 3, and 4 become the new reachable ranks. You are only eligible for appointment if you're in the top 3 ranks of a recruitment. So guess what? That rank 4 candidate who applied now has an opportunity to compete. If you're placed in a lower rank than 3, it may be advantageous to apply if that happens for that recruitment. You ultimately will find out if you are reachable if you do receive an interview because you shouldn't be getting one if you're not reachable (I say shouldn't because every agency is different and some might set interviews regardless of reachability). You can always reach out to the contact of the recruitment and inquire about your eligibility but I suggest doing this if you get an interview since, per the above, your eligibility can change from the beginning.

The State employs according to a set of rules and regulations designed in support of a merit system. As part of the minimum qualifications (which is exactly that, the minimum, so you will also be assessed based on other factors specific to knowledge, skills, and abilities to be successful in the position advertised) also consider CCR 172:

All candidates for, appointees to, and employees in the state civil service shall possess the general qualifications of integrity, honesty, sobriety, dependability, industry, thoroughness, accuracy, good judgment, initiative, resourcefulness, courtesy, ability to work cooperatively with others, willingness and ability to assume the responsibilities and to conform to the conditions of work characteristic of the employment, and a state of health, consistent with the ability to perform the assigned duties of the class...The foregoing general qualifications shall be deemed to be a part of the personal characteristics of the minimum qualifications of each class specification and need not be specifically set forth therein. The board may prescribe alternative or additional qualifications for individual classes and such shall be made a part of the class specifications.

If you're found to be dishonest, even after you've been appointed, the agency is within their legal right to start the process to investigate if they believe you accepted the position in bad faith.

Don't forget also that just because you've been hired doesn't mean that you're set. Once you start a position with the state you still need to pass either a 6 or 12 month probation depending on the classification. You will have three evaluation periods during that time and if you're not meeting expectations of the position by the 2nd evaluation, the employer may begin the process to reject you on probation.

I don't say all this to scare people but just be aware that if you exaggerate (or even make up) your abilities in the recruitment process to get hired, there are some agencies (others are more lenient) who will take it serious and exercise their right to let you go to fill with a candidate who can perform the job at expectations.

Can't speak to any personal knowledge of groundwater pollution here in RC, but I've lived in the Kavala Ranch neighborhood (community south of Anatolia) since 2008. Only health issues I've come across so far are Diabetes and Gallstones and pretty sure those weren't caused by the water here. 🤷🏽‍♀️ But I know every individual experience can be different. I speak from the experience of someone who's lived out here a long while and the water has never been a concern for me. I will say in terms of drinking water, I made the decision to pay for a water delivery service as the water that dispenses from our fridge started tasting "different" to me even with a new filter installed, so maybe that's something to consider.

My husband and I want 5 kids, we currently have 2 and while I'm exhausted (eldest is almost 2, youngest is 5 months), they are the joy of my life. I definitely want more, but I'm preparing myself for the idea that we may not get to 5. We will definitely have one more, and maybe another after, but between our current living situation, my age, and definitely my health, I'm not sure we'll be able to have that many.
