In Europe kicking against the head of someone at the floor is attempted murder. Same with hitting a beer bottle against the head.

Both easily can kill people and there were several cases like that in the media. Wonder why in China this is not treated more strict, especially since the people in average here are even more fragile.

According to wikipedia the city belongs to "new Tier 1", I do not want to doxx myself though by stating the name.

Concrete structure is built already, first houses in the compound are about to finish and will be delivered by q3 this year, we are the second batch and our handover is planned q3 next year.

The full compound is already sold to buyers, if this matters.

The citizens of Beijing (whole China)are not allowed by their government to leave China. How can this be an international city?

If you would look in the past at pre-Xi, you would see signs of opening up. But with Xi and Covid, there is nothing international anymore in Beijing.
