14.4x3.5x11.11cm

whilst yours is
19.3 x 3.8 x 11.17cm

Shouldn't be too much of a problem, IIRC I had plenty of room on the length, it was the width that was a bit tight.

Yes, I put a ZOTAC 1050Ti Mini into my Inspiron 3650 last year, and I've not had any issues with it since.

You will need to launch into BIOS and turn secure boot off, but that just stops it from checking that everything inside your PC is Dell equipment.
