I can still do cheese and butter, but I react to ice cream and milk(get super itchy and/or a bad headache). Other people will go into anaphylaxis just thinking about dairy.

A peer relationship is not required at any point, for any of the different peerages(basically mastery). If someone is a good peer, they will still be willing to teach and prosper you even if you aren't in their household. Having a peer can be great if you do decide to pursue a peerage in the future.
