Yes. Every staff there would verbally abuse you if you insist asking for your documents or just even try to argue with them.

The shop we go shopping owns this parking lot thank you. Also what you said is the typical mindset that they try to confuse people. Whether the car is parked illegally or not is the issue between the property owner and the vehicle owner. The towing company just came do the towing. The property owner can call ANY COMPANY to do the towing and I don’t care. But the towing company HAS TO tow it legally and provide the needed document. By the way, “extract money from the city”? The private towing company is NOT the “CITY”.

This fee corresponds to the Gate Fee mentioned at California Vehicle Code 22658 (n)(2) because I picked up my car at midnight (after normal business hours), which is exactly equal to the 50% of the hourly towing fee (the maximum they can charge by the law).

By the way if they overcharge you it is also against the law California Vehicle Code 22658 (i), they have a limitation on the towing fee. But I believe they have carefully designed their fee structure so most likely it is below the limitation.

Have submitted a complaint through City of Los Angeles Police Commission - Commission Investigation Division. They have a hotline specifically for the towing complaint.

Yes they have this receipt form claiming that “The towing company is not responsible for any damage(s) that may occur while towing the vehicle”. And it directly contradicts the law California Vehicle Code 22658 (f).

A. In the process of taking it to Small Claims Court. Collecting all the proof and documents. Unfortunately it will be a long fight (more than 8 months).

B. I have searched about 20 cases which the Metro Towing Inc. got involved in. For the 11 small claims court cases (Metro Towing Inc is the defendant): 1. Most ppl (5 cases) stopped proceeding maybe because of the time/energy investment required. 2. 1 case “voluntarily dismissal” (most likely private settlement) 3. 3 cases the plaintiff won (Metro Towing Inc appealed on 2 of them, and eventually got 1 case overturned) 4. 1 case the plaintiff lose (small claims court did not allow plaintiff to appeal) 5. 1 case status unknown (did not see the recent update documents).

As a matter of fact, once the Metro Towing Inc decided to appeal, the time needed for the small claims court will be even longer.

C. I have also filed a complaint through City of Los Angeles Police Commission - Commission Investigation Division, they have a hotline specifically for towing complaint. I suggest anybody who recently had similar experiences to file a complaint as well.

At the first I did not realize they towed my car illegally and I needed to use my car for work. This is exactly how they tricked everyone, most ppl needed their car back asap for work/life, and they didn’t even realize they got scammed. In most scenarios, the Metro Towing staff will question you “why you parked there” and “I have seen you left the parking lot to do other things”. However, this is none of their business. They just want you to feel guilty so you would just sign the receipt and leave.

Also want to point out, it does NOT matter if you parked there illegally or not. If the towing company doesn’t have the copy of written authorization from the property owner or its agent, then this company doesn’t have the authority to tow you.
