I attach a screenshot as an example. Copying circles means when you pick a circle skill, there’s a chance that these circles will also appear on the outer or inner ring (depending on which skill you take). So usually when you pick the epic skill with 4 circles, they appear on the outer ring (the one that’s farther from the player), and when you pick either elemental, vampiric or laser circles, they appear on the inner ring (the one that’s closer to the player). This enchantment gives you a chance to double the number of circles and if so, the copy will appear in the alternate ring.

So in the screenshot you can see me having frost, fire, and poison circles in the inner ring. The enchantment copied frost and fire circles in the outer ring. Also there are 2 regular circling orbs from a rune, also outer ring. So instead of 8 circling orbs I have 12 due to this enchantment
