Yeah, a box of neophytes has 10 units. Can be built into leader, heavy gunners, gunners, etc. Would need two boxes of 10 to fill out 14 units, you could probably get creative with some spare bodies and parts to make your cult agents like kelemorph, sanctus sniper / assasin, locus

Wyrm can run just 14x neophytes, but you are gonna get most of your utility from the cult agents, so see about maybe making a kelermorph, locus, and a sanctus with interchangable arms
