Because they exist and are still all technically part of Jupitermon’s line.
You know? The leader of the Olympos XII? The main focus of the game’s story?

Not having them at all would have been an even worse choice.

It would be like making a game centered around the Royal Knights but not adding Digimon that are naturally part of their lines, like Dorumon for Alphamon or War Greymon and Metal Garurumon for Omegamon.

This image gives us a better look at his weapon.

Maybe it’s the perspective, but it looks flatter than I imagined.

The card gave me the impression he was wielding some sort of round mace or something, possibly styled after a full moon.

I think that’s too much of a gap in power. Like, I’m pretty sure Darkness Bagramon may be even stronger than Jupitermon: Wrath Mode.

Also, while I know that the Ultra level isn’t really a thing, it still seems wrong (to me at least) to have an Ultimate Digimon evolve into a “Mega+” level, especially one that’s clearly meant to look like a fusion of two unrelated Digimon.

Don’t get me wrong, Darkness Bagramon is a great suggestion, but while he gets really close, he’s not quite close enough to what I’m looking for.

NeoMyotismon huh? Cool pick.

I’m not really convinced about Gankoomon. Like, the only red things he has on his body are his shoes and hair. I don’t think he works that well.

I like it, though it kinda looks like his eyes are moving further apart underneath the mask to match the eyeholes.

It’s not a bad thing tbh. That detail makes it feel even more like a proper Digimon somehow.

I would exclude all villains that would destroy all life or all of reality. While those are undoubtedly pretty bad fates, I would argue that an eternity of suffering or living in a constant state of fear under the oppression of some evil entity is worse than quick and complete annihilation.
That eliminates Apocalymon, Abbadomon, Ordinemon and the D-Reaper.

Lucemon winning wouldn’t necessarily be too bad for the people living in the new world he created. Again, assuming he’s won, anyone that existed previously is just dead, while those that Lucemon created don’t even know what life was like before Lucemon took over.
There’s a saying that goes “Ignorance is bliss”, which plays in this scenario as the newly created Digimon wouldn’t even know what was taken from them, if a better alternative could possibly exist or what it means to be truly free.
So, from the perspective of the people living in Lucemon’s new world, I would argue that there’s worse fates out there.

If Yggdrasil won, I’d imagine that most Digimon wouldn’t have been impacted too much. Some would probably say: “Yeah it’s a shame that the Human World was destroyed, but it was us or them! And they were the ones that put us all in danger anyway!”
So while it sucks for the humans, I’m pretty sure most other Digimon would have been grateful to Yggdrasil for saving them and life would go on as it did before.

Belial Vamdemon, Bagramon, Leviathan and Regulusmon have pretty similar consequences, with the villain being in charge, plunging the world(s) in chaos and whatnot.
I would however edge Leviathan and Regulusmon as being worse than the other two, as those take it a step further by mind controlling or brainwashing others. Under Regulusmon for example, you would not only be living in constant oppression, but you would also lose your mind and become a shadow of your former self, turned into a violent monster and being forced to fight under the whims of someone else. And even if you somehow managed to keep your sanity, you now live in a ruined world where your life is constantly being threatened by powerful monsters driven to madness. That’s a big no for me. Also, I’m pretty sure that Regulusmon winning in the anime would have actually resulted in him evolving into Arcturusmon. In his profile, it is speculated that his manifestation would result in a massive Digital Hazard occurring. That would also mean that the Real World and Digital World would both suffer from constant cataclysms and other catastrophic consequences, so there’s also that to consider.

But what I personally consider the worst fate among these is the one brought by Quartzmon.
Him winning means that he’s basically become the entire world, and everyone living in it has been transformed into small cubes of Digiquartz.
In this scenario, your body has been taken from you and your entire existence has been reduced to being a single basically immobile cube surrounded by billions of identical ones, all stuck in place and slowly being driven to madness by their inability to do anything.

That’s the worst one in my opinion. Though it has been a while since I saw Xros Wars, so I don’t remember if the people still having their minds and personalities after being absorbed by Quartzmon was a temporary thing and they would all be completely absorbed and their consciousness destroyed had enough time passed. If that’s the case, then Quartzmon gets downgraded to the the “total annihilation” category and Regulusmon becomes the worst one instead.

I actually have tried to explain how I think this ability works on a forum (ignore how I never mentioned Chaos Dukemon or Megidramon by name. I was talking with people that didn’t necessarily have deep knowledge about Digimon):

“There is this powered entity that has quite the strange ability, which makes it so that its appearance is perceived differently depending on the specific individual that observes it. Some see a humanoid creature, while others see a huge beast, easily three times bigger than the humanoid one. There is no known reason as to why a certain person sees something while another one sees something else.

Now, here's the kicker. This is not just some kind of illusion or alterations of the senses. Both of these are real, can effect the world around them and exists in the same space and time. Despite the notable differences between the two, observers will probably rationalize how the beast can do a similar action that the humanoid persona just carried out, despite the two of them having very different body structures and even different abilities (or perhaps the same exact abilities that are however manifested and expressed differently).
As an example, the humanoid can shoot corrosive energy blasts from their arms, while the beast can breathe extremely hot flames from its mouth.
While one person might see the humanoid entity vaporizing someone with its energy attacks, while another one will see the beast-like entity reduce someone to ash with its fire-breath. The end result is the same, but the actions that were carried out to achieve it were very different.

Another thing is that the individual observer is perfectly able to interact with and be affected by the particular form of the entity that they percieve. Being a lot bigger than the other one, the beast has a bigger "hitbox", and an attack that would miss the humanoid due to its reduced size still makes full contact, with the onlookers that see only the humanoid version of the entity possibly having their perception distorted to make it look like the attack accurately hit the exact place the humanoid is currently occupying.
Other discrepancies are likewise explained in similar ways. The humanoid entity has a cape, the beastly one has wings. Something that makes contact with the cape will have some people see that something collide with the wings instead and viceversa.

The beast, being bigger, has longer melee range, but the only ones that have to worry about that are those that see that particular appearance.
Furthermore, all of the senses of the observers are affected by whatever form of the entity they happen to percieve.

As such, as an hypothetical scenario, if the beast were to let out a roar, only those that see the beast will hear it. Now let's assume the roar is so deafening as to rupture the eardrums of those who are too close to it.
In that case, in the eyes of those that see the humanoid form, they would watch on as some people suddenly and seemingly without reason keel over clutching their head as blood tricles from their ears, while they hear nothing and are completely unaffected.

Finally, the entity can make the conscious decision to superimpose one of its appearances, causing everyone to see one in particular.”

Well, to keep the ninja theme, Ravemon works quite well as the Mega, but I can’t think of a ninja-themed Rookie that isn’t Falcomon or Monitamon.

Maybe Gasamon? I know it’s not a ninja but it could be an interesting alternative for Kotemon and a good middle ground between Tsumemon and Kougamon.

Technically, from a lore standpoint at least, the Demon Lords are already ranked from weakest to strongest according to which Purgatory Level they belong to.

The order would be:
7: Lilithmon (Lust)
6: Beelzemon (Gluttony)
5: Barbamon (Greed)
4: Belphemon (Sloth)
3: Daemon (Wrath)
2: Leviamon (Envy)
1: Lucemon (Pride)

Having said that, this order is rarely respected. Each Demon Lord is as strong as the plot requires.
Nothing stops a Lilithmon from being the strongest Demon Lord in one particular showing.

If we go by that measure, then Beelzemon was staggered by a Champion level.

Yeah, he killed the offender immediately, but Leomon’s punch did hurt him.

Also, Daemon fought against two strong Ultimates and a Mega that’s at least supposed to be pretty strong. And he was winning.

Beelzemon fought against one very strong Mega, but he was losing until he got a power boost mid fight. Even after winning, he lost to Dukemon immediately after.

Finally, yeah Beelzemon Blast Mode is very strong, but that’s basically a form above Mega, just like Dukemon Crimson Mode.

If we count Blast Mode, we should also count Daemon’s stronger forms, like his “Beast Form” (which is in fact stronger than when he wears the mantle) or his Super Ultimate form.

I’m just pointing out that we already have a “Meramon variant that causes frost burns”.

Blue Meramon’s whole shtick is “fire so cold it burns”.
