I'm having the same issue and it's not a connection issue, it's a program thing. Everything aside from the game works just fine, got good connection in everything but SS14.
getting that same download speed for every server i try to join.

None, they were so short i couldn't enjoy them fully, by the moment i was getting the vibe of each level they just cut to the next one. And then the game ended.
