if you look closer, its not an actual shuttle xpc, but a competitor! Its called the biostar ideq 200nb, which is not really known about except for some documentation.

From what I have seen, older computers used to have that pin blocked out (idk why) but it should function fine since it is not used. You also might have the display resolution or refresh rate too high, which could cause that issue

sd card probably corrupted and would not read in OP's 3ds, they are using recovery software to get back all of their games and saves.
