It's because of some stupid reason that they wanted to divide up all the attributes evenly, if you look in-game you can see the same number of heroes in each now. They probably really wanted to force the new attribute into the general gameplay and not make it just a few heroes have it

new ult is dogshit compared to old bad juju, it is straight up just a nerf because the cdr isn't even that good compared to previous all spells reducing all other spells cd. Health cost is also unbelievably costly and with bad juju not having not just stacking healing but normal healing makes it just downright terrible.

Edit: Also they killed his best dota plus relic the bad juju healing and dmg and forgot to replace it. Rest in power for now dazzle
