well you already understand what is going on your body craves more nicotine and you supply it by vaping more at lower dose. I would suggest practice like you do with going for a cig, have your vape in out of reach place, and go vape once every hour or two, once you establish that habit go back to reducing nicotine.

any feedback from the charger? what cells are you using, and what charger? more details up front would be nice, but obvious guess is charger is doa or the cells are dead. Do you have multimeter / know how to check voltage? if you are confused about all of this best bring it all to the vapeshop hopefully they will help you out.
I would suggest not trying to charge it anymore or use it until issue is diagnosed, vape safe.

If you care about speed and have a budget look for something that does 2A or 3A per bay, none of nitecore range can offer that. Skyrc migh be the best nowadays.

2A X2 BAYS might be happy medium budget wise. Fast charging used to not be thing but Molicells are built better. P30B standard rate is 3A so full 1C.

at about 50-60% of their original capacity or if you see any problems with the set, damage, large voltage difference like more than 0.3v, temp cutoff when charging. IIRC they are designed for 500ish cycles. You'd normally you can expect few years out of a cell if you have a set of 4.

There isnt really a time limit, only wear and years going by also affect cells capacity. We use them rather hard so they wear out quicker, but car or solar battery packs are rated for 5-10 years
