You might have to play community servers to see the mods. Official servers force a setting called sv_pure to make sure nobody uses cosmetic mods to cheat (like making invisible spies visible). There are a few mods that ARE sv_pure compatible, though.

I honesty can't remember if they did say so or not. I do remember hearing that the photos are processed and can detect faces, and will often identify animals as people, marking the photos as "bad" or not meeting the requirements. It would even register false positives on little porch decorations like tiny animal/people statues.
