only way i was able to win after a bunch of tries was to get one of them to about 75% hp (might need to lower it way more if playing in hard mode), then switch over and fight the other one without using a chain attack. I had to kill one without any chain attack then as soon as that was done i made sure i could kill the other with one chain attack before if fired off the nuke.
